Aquitanis and Mesolia want to make the habitat cooperative

Aquitanis and Mesolia, two social housing actors, are reinventing the functioning of social housing organizations. In a context where social housing must reinvent itself to meet the needs of territories and populations, the two actors are thinking about cooperation. Thus, they propose a new model of cooperation between actors of the territory. An innovative and virtuous solution in response to the movement of concentration of social housing.

Aquitanis and Mésolia, two influential players in the social housing sector

The two actors in this collaborative project are the organizations Aquitanis and Mesolia. Aquitanis, on the other hand, is directed by Jean-Luc Gorce. Aquitaines is the public housing office of Bordeaux Metropole. The organization currently has 21,000 housing units with more than 41,000 inhabitants. As part of its actions, Aquitanis covers the Bordeaux metropolis but also the whole of New Aquitaine. Mésolia is a social housing enterprise. A subsidiary of the Tous girondins group, it manages more than 21,000 housing units in the greater South-West. The two structures manage more than 42,000 housing units, representing no less than 100,000 people. Each year they invest more than 200 million euros in the territories in the local economy (1).

Thus, the common history of the two actors is not new. Indeed, the relationship between Aquitanis and Mesolia began more than 5 years ago. Agencies face a competitive challenge in the territories. To overcome this values-destroying competition, the two players are joining hands in various partnerships in the service of social housing. The aim is to pool and share their experiences and know-how to develop. They also want to develop relevant projects in line with the needs of the territories. The will of Aquitanis and Mesolia is to propose a better response, focused on sharing. So to speak, the famous adage “unity is strength” makes perfect sense.

The union is the strength with Coo.efficiency of Aquitanis and Mesolia

Aquitanis and Mesolia share a common observation and successful experiences regarding previous partnerships such as Coo.pairs or Coo.ligence. The partnership, Coo.pairs establishes between the two players, aims in particular at a land axis, an axis of proximity and to finally enhance the trustee system. Thus, employees are looking for opportunities, a quality customer relationship service is set up to offer more proximity and responsiveness to tenants and finally a joint condominium trustee is set up (2). So to go further the two players decided to launch Coo.efficiency to make social housing collaborative. The aim is to propose alternatives that meet the needs of the territories. But also to offer housing for the most fragile in tense areas.

Thus Coo.efficiency cooperation aims to bring together social housing actors, regardless of their size. This new network model proposed by Aquitanis and Mesolia offers a new avenue of cooperation for all those who wish to do so. The term “cluster” defines the project through New Aquitaine and Occitania. Indeed, it brings together a group of companies and institutions that will share close and complementary areas of expertise. Thanks to the “toolbox” system, the project is a real competitive lever. Thus it is a win-win model, because actors have access to know-how and expertise that they cannot outsource. This initiative is well received by stakeholders thanks to the collaborative governance model. While each being at home, the actors are stronger together.

With Coo.efficiency of Aquitanis and Mesolia, there is nothing to lose. The only risk is that of success by proposing the organisational and legal framework resulting from operational cooperation between actors. Here is a model that is just waiting to spread elsewhere in France since the results of the second quarter 2019 are very satisfactory.
