Disability and employment are at the heart of the state’s concerns at a time when recovery is essential. This revival follows an unprecedented health situation, with COVID-19, since the beginning of 2020. The economic recovery is driven by the resumption of business activity in many sectors. Across the country, according to data from the State Secretariat for Disabled Persons, the latter are more affected by unemployment. It is considered that twice as many people with disabilities are looking for work.

Health crisis, employment… the disability recovery plan

Since 2017, the Government has been making employment more inclusive, promoting the profiles of people with disabilities. Thus, before the crisis, the number of disabled people looking for work was less than 500,000 in the territory. The aim is now to boost employment by focusing on the recruitment of workers with disabilities. In New Aquitaine, the employment rate of workers with disabilities in the three public offices is 6.42%. In the territorial civil service, the rate is 6.98%, 6.03% in the hospital civil service. Finally, it is only 4.27% in the state civil service. Significant progress is still needed, with decision-making and concrete action. Starting with the recruitment of people with disabilities in private companies in the country and the neo-Aquitaine region.

Thus, following the summer universities of the CNCPH (National Consultative Council for Disabled Persons), the situation is about to change. Indeed, Jean CASTEX, Prime Minister, and Sophie CLUZEL, Secretary of State to the Prime Minister in charge of Persons with Disabilities have announced a recovery plan. A $100 million plan to support employment for people with disabilities. This is good news, especially for employment in private companies. Indeed, they will have to comply with certain terms and conditions. The recruitment of an employee recognized as disabled, in CDD of more than 3 months or in CDI, with a salary cap equal to 2 SMIC, first of all. A lump sum of 4000 euros is paid, cumulative with other aid schemes, such as AGEFIPH. The measures apply to contracts signed between September 1, 2020 and February 28, 2021. In Bordeaux, inclusive companies set the tone

Recruitment of workers with disabilities is important. For businesses, accessibility is important. In Bordeaux, the construction of new buildings must meetPMR accessibilitystandards. These are all criteria that make the difference for the inclusion of disabled workers. Companies have chosen to make the recruitment of people with disabilities their workhorse. This is the case, for example, of the restaurant Le Jardin Fisher. Located at Quai Armand Lalande in Bordeaux, it employs 80% of its staff with disabilities. The layout of the workstations allows employees to evolve in a totally adapted space. Other establishments, such as the restaurant “Dans Le Noir?” also located in Bordeaux, recruit disabled employees. The latter offers a new concept to its customers: a meal in complete darkness, guided by blind employees.

The measures taken by companies and the Government to encourage the recruitment of disabled workers appear to be close. This is an interesting plan to revive the economy in the aftermath of containment. This containment has had a significant impact on the economic health of businesses.
