Sport, Training, Budget… CESER New Aquitaine takes stock of the current crisis

CESER New Aquitaine is mobilizing to support activities such as sports, training and the thorny issue of the Budget. The Regional Economic and Environmental Council plays an important role with the Regional Council. More than a consultant, he helps make informed decisions on a day-to-day basis. Decisions that, in this period marked by the pandemic,are uncertain and variable. In the face of the volatility of the government’s allocation of tax revenues, the CESER measures its concerns. Indeed, regional action is linked to that of the state. This concern is reinforced all the more in view of the small share of thenational stimulus package allocated to the Regions. It is only 60 million euros for a basic envelope of 100 billion euros…

These are insufficient resources for the region, and CESER wants to diversify the means and tools of diversification. To this end, it proposes the establishment of a savings fund to guide the savings proposal collected in the region to strengthen the capital of neo-Aquitaine companies. This would allow the mechanisms for recovery to be put in place as soon as possible.

The COVID-19 pandemic affects all parts of the regional and national economy. Indeed, the world of work is affected, but also learning or culture. Young people in training are the future employees of tomorrow. CESER would like to develop training for young people without qualifications, post-bac or in a situation of failure. However, he remains concerned because the promise of opening 8400 additional training courses seems complicated.

Faced with promises for the recruitment of young people in apprenticeships, and the digitalisation of training, the evolution of this sector remains active. Schools have been adapting since the first containment to the constraints of remote work, thanks to new online tools. So young people continue to train, but what will be the state of the labour market in which new graduates will land?

Culture and sport, pillars of the regional economy

CesER is making new findings on the economic state of the region. Indeed, in New Aquitaine, the community is doing poorly. The issues that the community covers are important and the current situation puts them even more prominent. However, the government, including the Regional Council, is not taking full measure in terms of its responses. Support for these actors must continue, thanks to the continuation of the 2020 subsidies, without the proratisation of aid.

But CESER also points the finger at other poles to be taken into account in the evolution of the Region. The modernization of its railway lines,for example. EUR 1.2 billion would be needed to make the TER New Aquitaine attractive and efficient. Digital transformation is also a regional priority, driven in particular by containment. This is part of the budgetary guidelines for 2021. The goal? Anticipating the digitalization of the economy and society in terms of work.

Finally, human capital is also one of the challenges of tomorrow. Indeed, in the face of the COVID-19 crisis, the world of work is undergoing major changes. This also leads to greater employment instability. In New Aquitaine, as a result of the closure of businesses, many employees lose their jobs. A financial situation then precarious, but also difficult for the future employees of tomorrow. Indeed, as discussed above, future graduates today will also face a closed job market. Learning, culture, or sport… These sectors are for which CESER is mobilizing, for a rapid and serene recovery in New Aquitaine.
